ULN Local Mirror

I am following this - https://docs.oracle.com/cd/E37670_01/E39381/html/ol_createlocal_repo.html and while it took days to sync the repos I have setup down locally I cannot get my machine to update properly off my local mirrored ULN repo.

We have a couple servers that cannot have access to the Internet and we want to leverage Ksplice on them. They are running OL8 with 5.4.17-2011.1.2.el8uek.x86_64 kernel. I created a similar OL8 server which could connect to the Internet to do some validation testing. When I use the oracle-linux-ol8.repo and uek-ol8.repo files I am showing updates. When I switch over to my local ULN mirrored repo file local-yum-8.repo I get no updates.
