Audit is questioning the PSOPRDEFN table and PERSONAL_DATA - when to delete users ?

We are on FCM 9.2 tools 8.56.  Do not have HCM

When an employee leaves the company, (someone made the decision not sure when), we leave the user profile (PSOPRDEFN) but set the password to being expired and emove their roles. So, we have ALL the employees that have ever had access to the Peoplesoft in the system. 

I know the PERSONAL_DATA record is used in Travel and Expense so that you, yourself, can create an expense report if you have a user profile and the role to do so. if you don't have a PSOPRDEFN record someone can create an expense report on your behave if you are on the PERSONAL_DATA record. SO, what are the potential dangers of deleting users from the PSOPRDEFN table and/or PERSONAL_DATA.  I start doing some testing and it appears that if you remove a user from the PERSONAL_DATA record and he was an approver, his name is removed from the approver on an expense
