Enterprise Manager Generic (MOSC)

Has anyone had success installing Enterprise Manager 13.4 using EM CDBPDB templated repository?

I'm doing a fresh install of Enterprise Manager 13.4 "em13400" download. The EM repository database is created using Oracle provided template: 19_5_0_0_0_Database_Template_with_cdbpdb_for_EM13_4_0_0_0_Small_deployment

Database version is Enterprise Edition 19.8.0. I'm following the install guide section:

"Installing an Enterprise Manager System Using Software Only Install Along With Plugins and Configuring Later"

When I got to the ConfigureGC.sh script run in <...>/software/em13c/middleware/sysman/install/ConfigureGC.sh , the script failed on the pre-check where SYSMAN schema, SYSMAN_STB schema already present and should be absent, but these were created with the database creation using Oracle provided EM CDB PDB database template. Pre-requisite Checks before and during theGUI install session passed, btw.
