Error creating user - not found in the external identity store (LDAP)

We have a clean installation on Oracle Enterprise Manager Cloud Control 13.4 on AIX, when we try to create a new user this error appears:

User myuser not found in the external identity store (LDAP). Ensure the user exists in LDAP store.

We have not configured LDAP for authentication and in weblogic we couldn't find any config related to an LDAP directory.

I would be grateful if anyone could help
