Cannot submit Service contract for approval even with AME rules switched off

in Lease and Finance Management - EBS (MOSC) Question

Hi Team,

We are facing a one-off issue with one Service Contract wherein system is not allowing us to Submit it for Approval. We are using 12.1.3 version and AME rules are set to Off.

Workflow Background Process program is scheduled to run once in 5 mins for all processes including (OKSKPRCS) but still this workflow is not getting triggered for this contract alone.

Could someone advise what could be the reason for this & what can we do to submit the approval process ?
