Does timecard processing support recharge by cost pool?

We are a construction company using job cost. Timecard processing is used to charge labor to jobs. (We use another package for payroll.) Multicurrency is turned on. We store our recharge rates in F48096 under gen type 'P'. We typically set up rates by job. Our rates are by employee, job type/step, and/or pay type. We have set up the MBF to return an error if the rate is not found. Everything is working as expected.

We are looking at rates by company and region. In our test environment, we set up company-level rates by cost pool, set RP12 on the job to the same cost pool value, and entered timecards with record type 3 for this job. The speed time entry program (P051121) returns a error because it cannot find the rate. When we enter company-level rates by employee, job type/step, and/or pay type, the program is able to retrieve the correct rate.
