Sporadic Tns connection timeout errors

Hello,

My Client is using Oracle 12.1.0.2 on windows 64bit. They have been having sporadic ORACLE-12170- TNS Connect Timeout error.

They restart the db server and the issue resolves but they start seeing the error again. Since this is the customer's production db, rebooting the server is not a feasible option.


I am attaching the alert.log file for reference.

Any help with the solution would be appreciated.
