What causes this wait in the ADDM report for one of our RAC databases?

What causes this ASM rebalance wait in the ADDM report for one of our databases? There has been no disk added or removed for months. Personally I am suspicious of the underlying network storage being worked hard by other systems causing this but do not have the knowledge or access to prove this

The actaal SQL looks EM related

Database is 19.3, ASM/Clusterware is 19.3
