Why would Job Data not update after approving a Position in Fluid Position Management?

We are implementing fluid position management. We've used classic position management since implementing PeopleSoft in 2015 and now making the switch to fluid. While going through our unit testing, we have found that when we approve a position change the incumbent's Job Data is not getting updated. We have Update Incumbent selected on the position. And we are using the delivered fluid position management permission list, HCCPHRFL3100 which gives us full access to the component interface, CI_POSITION_DATA_FL. We are not using Manage Primary Incumbent feature. Does that have to be turned on/used in order for Job
