Remove Ability to Enter Transcript Notes on Faculty Grade Roster

We have a request to remove the ability to enter transcript notes on the Faculty Grade Roster (Transcript Note tab). I do not readily see how to do this through the permission list or security settings. Can you tell me how to accomplish this? This is on CS 9.2 PUM 17, PT 8.57.14 and also in our test environment on CS 9.2 PUM 18, PT 8.57.17.
