What is new in R12.ATG_PF.C.delta.8

Have applied R12.ATG_PF.C.delta.8 and need info on what is new in this release.

Not finding it in the README or Doc. 2490921.1

Need info on especially the new Diagnostic Console.

Also seeing that personalizations for example on Homepage were overwritten by/is missing after ATG_PF.C.delta8 was applied

/oracle/apps/fnd/framework/navigate/webui/OASimpleHomePG

Not seeing that as a known issue for patch
