Compiling Category Flex-field failing while Transactions are taking place in Production Instance

We are in Oracle Applications : 12.1.3, Database 19.3

Recently, during a work day while Transactions were happening in Oracle Production Instance on a work day, we wanted to define a New Master Level Category. We setup the Flex field Structure with Segment and Value set details. Upon Freezing the Flex field Oracle runs "Flex field View Generator" program in the back ground. That program failed/ errored out and Production Instance became slow and data base sessions were blocked, Transactions hanged and shipping/receiving transactions were not able to continue.

Recent changes were moving data base from 11g to 19.3

What could be the cause for the "Flex field View Generator" program to fail? Is that defining that Flex field during day time an issue. We also checked the same in a copied instance on the same day after hours and got the same error.
