Can't get Server Manager 9.2.4.0 to install

Brand new install of WLS 12.2.1.4.0

Nodemanager is running, machine is reachable, AdminServer is tied to the machine and available and running

64-bit jdk1.8.0_241

Fresh download of SVM 9.2.4.0 installer. Installing with following command: "V984122-01\Disk1\install\setup.exe -jreLoc C:\Progra~1\Java\jdk1.8.0_241" also tried "V984122-01\Disk1\install\setup.exe -jreLoc C:\Progra~1\Java\jdk1.8.0_241\jre"

hosts file correct. Can ping localhost, machine name, IP

SVM OUI dies at 80%



The previous SVM console was correctly removed with previous OUI

Other install of WLS 12.2.1.2.0 has been stopped.

Installing to new fresh empty home


Can't seem to get past 80%. Ideas?
