FNDLOAD upload does not remove form personalizations

We have many disabled form personalizations across multiple instances, on R12.2 that we are cleaning up. Steps as follows:

  1. Remove disabled personalization in Dev instance
  2. FNDLOAD Download to create .ldt file
  3. FNDLOAD Upload of .ldt file in target instance.

I would expect the deleted personalization to be removed from the target instance but it's not being removed.

I have tried downloading at function and form level and undocumented parameters such as CUSTOM_MODE=FORCE and UPLOAD_MODE=REPLACE. It still won't remove personalizations in this manner. Is this normal behavior?
