ORA-01017, when logging in as sysdba

Hi,

Resontly I installed oracle 12c R2 database on Windows 2012, I can log in as any other users other then "as sysdba" where it gives me ORA-01017 error, and below are things that I have tried and failed

1. From server sqlplus "/ as sysdba" - Can log in

2. Remort connection

Normal users - Can log in

sysdba - error ORA - 01017

3. Recreated the password file - yes

4. Content of the sqlnet.ora

SQLNET.AUTHENTICATION_SERVICES= (NTS)

NAMES.DIRECTORY_PATH= (TNSNAMES, ONAMES, HOSTNAME)

5. Value of PASSWORD_VER

USERNAME PASSWORD_VER AUTHENTI

---------------------------------- -------------

SYS 10G 11G 12C  PASSWORD

6. Value of sec_case_sensitive_logon
