Generating bills for malfunctioning smart meter

Hello,

we're using MDM version 2.2.0.3.0 to receive smart meters interval reads from Head-End System, then we use CCB version 2.6.0.1.0 to generate customers bills monthly.

We have a case that some meters are malfunctioning and their reads can not be sent from Head-End System, as per my understanding estimation rules in MDM can only estimate reads after receiving following reads for the gap period, so how can we generate bills for these meters?
