Can an order level reprice adjustment be created for items with line level adjustments?

We are on E.91 tools release 9.2.0. The adjustment record ORDRPRC has been used to successfully create a formula driven order level adjustment for a group of items with the Order Reprice Group MINLAB on their F4102 records. For a second group of items with Order Reprice Group MINMAT it has not been possible to get an order level adjustment.

The difference between the two groups of items is that the MINMAT items also have their Item Price Group populated on their F4102 records because they need to have line level adjustments with Adjustment Control Level of 6 applied to them.

Is it possible to create an order level adjustment for such items?
