How to Create a Survey in Peoplesoft CRM 9.2

I have already setup the AAF with condition Case is Closed and Action Send Case Survey for HR Helpdesk. I can't seem to find an exact documentation on how to create the exact survey itself. I have navigated to Marketing > Dialog Designer but can't seem to make it work.

Do I also need to create a separate Business Unit in Marketing which is different from the Business Unit being used in HR Helpdesk
