INPPPTWY/RECV_01 Max Concurrent

Multiple times per month we receive no successes for the inventory receiving job, specifically the INPPPTWY process, with the error message 'No items in the BU marked for putaway'. We know this error is due to multiple receiving jobs processing at the same time. We updated the INPPPTWY process and set a max concurrent of 1, however, it doesn't appear that it did anything. Is there another way to set up the INPPPTWY so that it will stay in Blocked status until other receiving jobs have completed?
