Add Target Fails - Incorrect Port

Agent on host was originally installed on port 1830, the agent was removed as per Oracle instructions. Re-installed on a different port (2864). The host appears in the hosts list and appears to be monitoring the host.
If you check the agent settings on the host or via Enterprise manager its running on the new port. However if you attempt to add a database or listener via the add using guided process it eventually errors stating it cannot connect on port 1830, how is it still referencing the old port? I have removed and installed the agent and it still references the old port.
