Why can't I make changes to employees that are locked in a payroll under another user?

For some reason, only the user that ran the payroll is able to make changes to locked employees (like dbas or salary). In DBA instructions, it lets me add a new deduction, shows me the change icon in the first column, but doesn't give me an OK button to save it unless I'm the one that ran the payroll.

In the Employee Master, it let me make a Salary change with an effective date prior to the payroll date but it didn't force a Changes Only unless I was the one that ran the prepayroll. Is there a setting somewhere that I've forgotten about?
