Use of/UPDATE START_DATE_ACTIVE in PAY_COST_ALLOCATION_KEYFLEX in EBS R12

I'm verifying a record I created in PAY_COST_ALLOCATION_KEYFLEX. I expected some fields may not be populated or have odd values as I'm doing my work in SQL Developer
I looked in ETRM and START_DATE_ACTIVE is described as 'Date before which key flexfield combination is invalid'. I created my record using FND_FLEX_EXT.GET_COMBINATION_ID. The only date parameter passed is validation_date for which I passed in SYSDATE. I created my record yesterday (10/13/2020). START_DATE_ACTIVE shows as 10/1/2019. How is start date calculated? Is that a system default or a general configuration that can be updated within EBS?
