APEX 18.2: ORACLE_APEX_MAIL_QUEUE runs and does not stop and does not send any emails

Hi there,

I'm having trouble with the APEX mailer queue. It has been correctly submitted under the APEX_180200 user and is scheduled to run every 5 minutes as expected.

When it does run, however, it continues to run and does not stop. It runs for weeks until it is killed; and then 5 minutes later it automatically resubmits itself and runs forever... again...

When I select from APEX_MAIL_LOG there are no error records for (or even any record of) sent emails. Emails never leave the queue - they all have no errors and a send count of 0.

Any suggestions as to where I should look? Is this an ACL issue?
