Taleo, ERP and HCM Data load on OCI Database

in Database Administration (MOSC) Question

Client want us to load the Taleo Data Files/Attachments into the Oracle DB provisioned in OCI. The question is : Is it something to be done by core DBA or App DBA? They say they will extract a dump file which would be loaded in tables created in OCI DB. Now the point is the dump created by them is not the way it is created using Data pump. So is it something to be done by a core DBA or apps DBA and if core DBA then is there availibilty of any steps of documents to refer.

The same is applicable to ERP/HCM data as well.
