Is Planned PO functionality available in Oracle Cloud Procurement

Our client is currently in Oracle EBS R12.1.3 version. They are upgrading from R12.1.3 to R12.2.8. They are using Planned PO functionality. They are planning to move to cloud after this upgrade. Please let me know if Planned PO functionality is available in Oracle Cloud Procurement.
