EBS 12.2.9 Upgrade to 19C - post PDB script Questions

We are in the process of testing an upgrade of our 12.2.9 EBS environment with R12.AD.C.12 to Database 19c - specifically version 19.8.

We have successfully completed an upgrade in our test environment, but we have some questions regarding the txkPostPDBCreationTasks.pl process:

1.) The post PDB script creates a listener in the $ORACLE_HOME/network/admin/pdbname_hostname directory. It is my understanding that only the CDB listener should be used - and that listener file is under $ORACLE_HOME/network/admin. Why does the post PDB script create a listener in the pdbname_hostname directory? Can it be removed?
