Returns with Overapplication turned off

Why do my returns get stuck in the interface when I have overapplication unchecked on the transaction type? The return is the same dollar amount as the invoice, yet it still gets stuck with error "The total amount of your credit memo cannot exceed the balance of the debit item it is crediting."
