Why does Earliest Change Date get updated for employee upon entry of absence request?

Earliest change dates are being changed for our Absence Management Employees for future dated absences. This results is no payable time being generated for the the current pay period.

This article addresses this but we still see this. Is there something else I can check or do to keep this from happening?
