Patch 30577813: 12.2.X APP-FND-00706 WHEN EXPORTING DUE TO FDFDDS.O

in Payroll and OTL - EBS (MOSC) Question

After the upgrade to Oracle E-Business Suite (EBS) Release 12.2.9 forms across all EBS modules are reporting this error:

APP-FND-00706: Routine FDFADF: Detected a data error

ORA-01403: no data found

Oracle suggests this is known issue in below file version:

$Header fdfdds.lc 120.23.12020000.20 2019/04/25 09:45:45 dkadari ship $

The solution is to apply patch Patch 30577813.

Could anybody please suggest if this is Hotpatch which we can apply without taking downtime ? OR do we have to take downtime for applying this patch ?
