ORA-609 and TNS-12637 packet receive failed

hi,

I'm getting lots of errors like these but this is not happening in my other oracle environments. Anyone have this issue before? I'm trying to confirm it's a network issue and not a database config issue (I assume?). Thank you

Oracle 19c, single tenant db (i.e. one pdb, one cdb). Linux 7.1
