Is Psoft setup to allow inactive ees to display in Manager Self Service

Is Psoft configuration to allow inactive ees to display in Manager Self Service - Terminate/Retire employee? In Group build I have removed the status but still only active employees display. The business needs this functionality in order to report out in cases where notice is not given in advance.
