P4114 create 'Standard Cost Change' line in Item Ledger, what cause this, without JE

I am using JDE E1 version 9.1 using Standing costing method 07

When I entered inventory adjustment for an item, example to reduce qty 100, the unit cost does not display, amount is zero. After I save the batch and check the item ledger, it show 2 records in item ledger - Inventory adjustment and Standard cost change records. Qty adjustment in Inventory adjustment line and the amount in Standard cost change. also the journal entries are tied to Inventory adjustment only. in this case, there will be data integrity between item ledger and GL.

Why is this happening? is there any settings I missed? P4114 to have the unit cost displayed with the calculated amount.
