LOT vc LPN to handle package units?

Hi All, 

I am working currently in our company in project related with manage package unit in production. We use Inventory, WMS and Discrete Manufacturing. 

Our requirements are:

1. Manage quantity of item to every package (mostly Reels for SMT production)
2. Traceability for package: receipt transaction, split transaction for package, consumption to discrete job, 
3. Perform transaction by scanning unique package number
4. Consume quantity to discrete job (WIP) form package unit

I see two ways to achieve that:

LPN

Pros

1. Possible to restrict that one LPN can only be at one locator at the same time
2. Quick transaction: e.g. Tranfer - scan LPN and destination Locator
