For an admin user in RPAS Unable to deny access to User Administration

Hi,

There is a user in RPAS and that user is admin user as this user is created with the option -admin. Now I don't want to give User Administration access to this user. I Denied the access for this user in Security Administration -> Workbook Templates Rights and committed the workbook.

Still this user is able to add new user and edit, delete the users.

1. Looks like since the user was created with -admin option hence user is able to perform full operations.
2. Is there a way so that we can deny User Administration Access for this user
3. Otherwise Is there a way so that I can revoke
