Extending Siebel using apex

Hi All

Kindly, I am using Oracle Apex for Extending Siebel Application, such as building new modules, developing mobile application, ..., (for sure for any customization or new screens we are doing this inside Siebel only,

In my company I found rejection of using Oracle Apex for Extending Siebel Application,

My question is this recommended by Oracle or we should not use Oracle Apex, Appreciate if you supply your answer with document or link from Oracle
