Getting Error while trying to retrieve text for error ORA-01019 while Application Update

Hello everybody,

yesterday we tried to install a new release of a third party application. But the intallation routine failed with the following error:

Error while trying to retrieve text for error ORA-01019

After a auick first research with google i checked if we have two oracle clients installed. But we only have an 12.1 in 32bit installed. Also our PATH Variable is pointing to this Oracle Client installation and the entry is is at the first position (I hope it comes clear what i mean ?)

The Application Server is running under windows Server 2012 R2, the Oracle Database is a 19.8.0.0.200714.

Can anybody help me out of this situation or can leed me in the right direction?
