ATS - OpenScript launches browser and stops: ERROR [EnumSrvc} Failed to get children by tag:window

Recording and playback is occurring on IE. IE version 11.1726.17134.0. OpenScript version 13.3.0.1 Build 322. Java version (build 1.8.0_261-b12).

Sequence of events:

1. Playback script

2. OpenScript launches browser but does not proceed to navigate.

3. OpenScript fails script with the following error in Results tab: Failed Find Object timeout. Detail information:/web:window[@index='0' or @title='about:blank'].

4. Console tab displays the following error: ERROR [EnumSrvc} Failed to get children by tag:window
