"DCS-10001:Internal error encountered: Failed to associate network" with odacli create-database

in Oracle Database Appliance (ODA) (MOSC) 3 commentsAnswered

When I try to create a new 19c database on an X7-2S running  19.8.0.0.0 it always fails with "DCS-10001:Internal error encountered: Failed to associate network" and shows the id of the public network address. Restarting the dcs agent does not help. If I add values for local_listener and remote_listener I can connect to the database OK, but trying to understand the ramifications of this error. Full error:
