Full Package Build

JDE E1 9.1  Tools 9.1.4.7 running on AS400

Recently I was told that when building a Full Package Build for Production that users cannot be logged in and using E1.  I know that E1 is not available for users when a Full Package Build is deployed; please clarify whether users can be logged into E1 and running UBEs which update tables (Business Data) during the time a Full Package is being built.

Also,  I know that developers must not check in objects during the building and deployment of a Full Package; please clarify whether all objects must be checked in prior to the building of a Full Package.
