Is a CSI number tied to a particular host or data instance?

Is a CSI number tied to a particular host or data instance?  We have 4 CSI numbers, we use one for Service Requests. I assume the other 3 came to be when the customer bought more licenses. These are plain vanilla database licenses. Are these by CPU? If so, how can we tell how many CPUs are tied to a particular CSI?
