how can i restrict couple Order management lead responsibilities to create only SHIP TO , Not BillTO

hi ,


we have a requirement where we have Order management responsibilities based on OU, we have to restrict some responsibilities to create or maintain only ship to details , not bill to details.

kindly suggest how can we do so ?
