Sales Order Number Generated but No Order Created

We are having an issue with a new version of P42101 that we generated for our web orders. In testing some of our items that do not have inventory, it is returning an order number but it is not generating an order.

My item is set up at branch plant A but there is no inventory at that branch plant. The customer's default branch plant is b/p B. Advanced Preferences have been set up by ABC code and customer group. The customer group is the default branch plant. The preferences are set up so that it will look at the customer's default b/p first and then eventually backorder at b/p A. The item has not been defined at b/p and shouldn't be.
