Putaway Rules for Pre-Generate Putaway process

Hello,

We are trying out the Pre-generate putaway process for the first time, and immediately we noticed that Oracle WMS chose the Minimize Fragmentation Put Away Rule, instead of using the strategies that we have defined on the WMS Rules Workbench.

Can someone explain where the Pre-Generate Putaway process obtains the rules and how I can get this process to use the rules workbench?
