Fluid Open Enrollment Not Functioning (Spins) through Portal Interaction Hub with Unified Navigation

I am checking to see if anyone is using Fluid Open Enrollment with the Portal Interaction Hub/Unified Navigation.

When accessing the Fluid Open Enrollment enrollment page through the Portal Interaction Hub with Unified Navigation, clicking a tile for any specific Benefit Plan Type causes the cursor to simply spin when using either the Chrome or Internet Explorer browsers. When using the Firefox browser, the tile opens in a small window with contents mashed together; the window cannot be resized, but the Done and Cancel buttons work.

We are on PeopleTools: 8.56.19 Application: HCM 9.2.027 , PIH 9.1.006, Op Sys: Windows Server 2016, Database: SQL Server 2016. Our organization uses the Portal Interaction Hub with Unified Navigation to serve up content from HRMS, FMS and ELM. We have applied all of the patches using PUM #35 to do the Selective Adoption of the Fluid Benefits for Open Enrollment.
