Slow Navigating to Workflow Deployment View

Hi, we are on Siebel 20.4 and we always do a Full Migration to target environment. As part of the process, we always Activate the Workflows. This process has been working for us well until last week.

When we navigate to this View to activate the workflows, the View does not come back until after almost 5 minutes. This is an early indicator that activating workflows could be very slow. And true enough, each workflow being activated takes around 5-8 minutes from what we've seen.

On the log file, we found the slow executed SQL statement which ran for 250 seconds. I'll post it below.
