HCM: How does HCM vertically arrange the employee photo when it is turned to the right or left?

in EBS on Oracle Cloud Infrastructure (MOSC) Question

When the employee in HCM is consulted, the photo is displayed correctly (vertically), but when the photo is obtained in base64 with the help of an OTBI, and the base64 is decoded to image, the photo is displayed flipped to the left or right.
