OBS and its levels

Hello!,

We have the Primavera Cloud 20.9.

OBS lets us to associate Users with projects groups. Some users cannot create Reflections on some levels, the lowers, but correctly on the upper ones. This means that there are a relation between Reflections and OBS levels, We are thinking to reduce the OBS structure to let controllers this funcionallity. Has someone a similar problem?, Is by reducing the OBS levels is the unique solution?
