How to upgrade EM Express 12c to 13.4

Hi,

We have installed Oracle 12.1.0.2 along with it we have enterprise manager express which comes as a bundled part of Oracle. I read that starting oracle 12c, there is no emctl command any more. Since, adobe flash is expiring or ending on december 31st, we need to upgrade our em express to 13.4 to keep using it.

Can someone please share the steps to upgrade em express to 13.4 without using emctl.
