Do we have to download database files too if we don't upgrade database during EBS upgrade from 12.1?

in Install, Upgrade, Clone, Patch - EBS (MOSC) Question

I am trying to upgrade EBS 12.1.3 to 12.2 and the database is already at 11.2.0.4. So do I have to download Database files too as the buildStage.sh throwing warning about it ?
