EBS 12.1.3/RDBMS 19.8 adcfgclone.pl appsTier RC-40201

I am doing my first clone of a EBS 12.1.3/RDBMS 19.8.0 environment. I am following note 2560690.1 and cloning the TEST environment to DEV. All was going well until I got to section 5, clone and configure the application tier. I copied the application tier code from the source to the target system and ran "perl adcfgclone.pl appsTier". I answered all the questions but then got the below error. There aren't any "pre" steps to do so not sure what the problem could be. Any thoughts?
